1812: Massachusetts Gov. Elbridge Gerry signs a redistricting law favoring his Democratic-Republican Party – giving rise to the term “gerrymandering.”

1862: The Civil War Battle of Fort Donelson begins in Tennessee. (Union forces win.)

1929: The Lateran Treaty is signed with Italy recognizing the independence and sovereignty of Vatican City.

1937: A six-week-old sit-down strike against General Motors ends with the company agreeing to recognize the United Automobile Workers Union.

1945: President Franklin D. Roosevelt, British Prime Minister Winston Churchill and Soviet leader Josef Stalin sign the Yalta Agreement, in which Stalin agreed to declare war against Imperial Japan.

1990: South African black activist Nelson Mandela is freed after 27 years in captivity.

1992: The Wall Street Journal reports that the DeBartolo Corp. is selling an undisclosed number of shopping centers in a restructuring aimed at renegotiating $4 billion in debts.

Kent police shoot and kill a Warren native, Mark K. Cunningham, 36, who was suspected of shooting out windows at Kent State University after he turned toward police while holding a pistol in his hand.

Terrence Shidel resigns as Canfield chief of police, saying, “recent events have allowed the union to go out of control, and there now exists such extreme hostility that I cannot be effective as an administrator.”

1977: General Motors will begin manufacturing the Chevrolet Monza and Pontiac Sunbirds at the Lordstown plant and will recall 3,000 employees laid off for five weeks during the model changeover.

A dog that tagged along during a burglary at the United Auto Workers offices on Reuther Drive and was left behind leads police to the home of two boys suspected in that burglary and as many as 40 others.

Snow accumulates on the roof of the 100-year-old carriage house owned by Mr. and Mrs. William Bodoh at 4 Riverside Drive in Poland. The main house and carriage house were built by Robert L. Walker in 1876-77.

1967: A 26-year-old part-time employee of the Youngstown Juvenile Research Center who fled the center Jan. 23 with a 13-year-old boy is booked at police headquarters on two counts of contributing to the delinquency of a minor after being arrested in Georgia.

A thunderstorm and lightning usher in freezing Canadian air that creates icy and hazardous streets in Youngstown.

Ann Lucarelli, Mahoning County marriage license clerk, reports that for the first time in her 14 years as clerk, no one has applied for a marriage license for two days in a row.

1942: Lake Milton’s output increases from 40 million gallons a day to 120 million gallons, but even this large jump had no material effect on the water level, which is still above the spillway.

A special tax levy of 0.8 mills is approved for the Warren fire department by a vote of 2,646 to 745.

Columbiana High School is extended to beat a determined Fairfield Township, 34-32. It was the eighth-consecutive win for Coach Al Beach’s combine. Bill Hollinger had 14 points for Columbiana.
