City council members said farewell to four government representatives Wednesday evening at the last council session of the year.

City Manager Joe Warino, Mayor Bernie Kosar, council President Don Dragish and Councilman Joe LoCicero were honored.

Council-elects Christine Lucarell-Oliver and Bruce Neff and Mayor-elect Richard Duffett will take office in January. The city is interviewing a candidate to fill Warino’s position.

In other business, the city will submit an application for a grant to fund additional access roads to U.S. Route 224 from state Route 11 to alleviate traffic in the thoroughfares’ current intersection.

Warino said the city has been studying the intersection and seeking alternative exit options.

The city will appoint a representative to a Joint Economic Development District committee, tasked with creating a bank account to collect income tax on the Windsor House property.

The JEDD between the city and Canfield Township involves the state-of-the art rehabilitation center at 6445 state Route 446. The business is within the township, which collects real-estate tax on the property, and the city collects income tax.

“Until that board is set up, we cannot collect the income tax,” Warino said.

Council also set new city cemetery fees and regulations. Residents can purchase a grave site in city-regulated cemeteries for $800, and nonresidents for $1,100. A family, defined in the ordinance as related by blood or marriage, can purchase up to eight sites, and the family is responsible for caring for monuments on those sites.
