YOUNGSTOWN — Former 6th Ward Councilwoman Janet Tarpley will file nominating petitions Thursday to run as an independent candidate for Youngstown mayor.
Also Thursday, Tarpley will discuss her vision for the city and why she believes she is the most qualified candidate to lead Youngstown.
Sean McKinney, the city’s former buildings and grounds commissioner, is also running for mayor as an independent.
