Ex-Hubbard mayor arraigned on rape charges involving child

WARREN — Richard Keenan, who served as Hubbard mayor in 2010 and 2011, was arraigned today on eight counts of rape and 12 other sex charges involving a small child.

Keenan's indictment, unsealed today, accuses him of committing the offenses against a small child from 2013 through June 2016.

Twelve of the charges carry a possible life prison sentence if convicted.

In addition to rape, he is also charged with eight counts of gross sexual imposition and four counts of attempted rape.

Keenan reported to court this morning, pleading not guilty to the charges before Judge W. Wyatt McKay of common pleas court.

He kept his head down throughout the hearing.

Keenan served as mayor to complete the unexpired term of Arthur Magee at the end of 2009 and serving until the end of 2011.

Keenan, 65, of Moore Street, worked starting in 1999 as a car inspector for CSX Railroad in New Castle, Pa., according to Vindicator files.

He was a probation officer in Girard Municipal Court in the mid-1990s after leaving P&LE Railroad in Struthers in 1992.

He served on Hubbard City Council in the early 1990s and again in the late 1990s.

He and his wife, Diana, have three daughters and three grandchildren, according to Vindicator files from 2009.

Bond was set at $75,000.
