Report says officers used force to detain alleged drunken suspect

Officers used force to detain a man who is accused of assaulting a police officer over the weekend.

According to the police report, officers responded to a fight call Saturday night on Westminster Avenue.

Officer Dave Kriebel said in his report that a man was intoxicated, bleeding from a head laceration and screaming at officers in the middle of the street. When he refused to stop his behavior, officers used a stun weapon and detained him.

But while trying to place him in the police vehicle, the man head-butted and kicked assisting Officer Adam Hess, the report says.

Officers got control of him and placed him in the cruiser, where he began hitting his head repeatedly on the cage in the back of the car, causing his injury to worsen, reports said.

Officers arrested Steven Devellin, 32, of Dunbar Avenue, on charges of disorderly conduct, resisting arrest and assaulting a police officer.

Devellin was taken to St. Elizabeth Boardman Hospital to be treated for injuries before being transported to Mahoning County jail.
