Woman cited for OVI in Youngstown

YOUNGSTOWN — Reports said a woman was cited for obstructing official business and operating a vehicle while under the influence of alcohol after she was found passed out in a car in the 3000 block of Neilson Avenue about 5:05 p.m. Monday.

Reports said Kristin Gjoen, 54, swore at officers, almost punched one, used a racial slur and thought she was on a different street and was being arrested by Struthers police, not Youngstown.

Police responded to the street for a report of a woman passed out in a car and when they arrived a neighbor had awakened Gjoen, reports said.

At the police station to take a blood-alcohol test, reports said Gjoen took eight separate tests and each time she would stop before it was completed. On her last test the machine registered a blood-alcohol content of .265 before the test was stopped, reports said. The legal limit for driving drunk in Ohio is .08.

Gjoen was released to a friend, reports said.
