A suburban Cleveland man indicted on a charge of threatening to use a weapon of mass destruction is suspected of sending the Internal Revenue Service an envelope with white powder along with his tax return and a check.

A spokesman for the U.S. Attorney’s Office in Cleveland says the white powder was not toxic. He didn’t specify what the substance was.

John Buchak, 27, of Highland Heights, pleaded not guilty Thursday in federal court in Cleveland.
