OVI citation

YOUNGSTOWN

A West Ravenwood Avenue man was cited for operating a motor vehicle under the influence at about 11:15 p.m. Thursday after reports said he was in a running car for at least 45 minutes.

An officer noticed a car in front of a building in the 2800 block of Market Street on the sidewalk with the engine running. He stopped to look inside and found Phillip Lawrence Jr., 33, slumped over the steering wheel.

Two officers knocked on the windows for several minutes before Lawrence woke up, but he had a hard time opening a window or door and was taken to St. Elizabeth Health Center. A blood test was taken at the hospital, and he was cited for OVI and arraigned in municipal court Friday.
