YOUNGSTOWN

Eastgate Regional Council of Governments is announcing a Fiscal Year 2014 Specialized Transportation Grant Program for agencies in Trumbull and Mahoning counties.

The program provides funds to assist organizations in providing transportation services to meet the special needs of elderly people and people with disabilities.

Under this federally funded program, the grants pay for 80 percent of the approved items with each agency responsible for providing a 20 percent local share.

Applicants in both counties are required to submit a letter of intent to Eastgate on or before Wednesday to determine project eligibility. Those determined to be eligible will receive an invitation to apply and are required to attend the STP grant workshop Feb. 21.

For information or to obtain a letter-of-intent form, contact Kathy Zook at kzook@easgatecog.org or call 330-779-3800.

Report probed

MERCER, PA.

Pennsylvania State Police are investigating a report that a woman smuggled drug-filled balloons to her inmate boyfriend by passing them mouth-to-mouth during a kiss.

Troopers say the incident happened Jan. 31 at the State Correctional Institution here.

The Associated Press is not naming the suspects because police say they won’t be charged unless and until crime-lab tests confirm the presence of drugs.

Police say the 45-year-old Pittsburgh woman had the balloons in her mouth when she kissed the 46-year-old inmate that afternoon.

Police say prison officials recovered the balloons days later from the inmate’s bowel movement.

Police plan to charge the inmate with possessing contraband — in this case, an illegal drug — and to charge the woman with furnishing drugs to an inmate.

Handgun found

YOUNGSTOWN

Police found a loaded .25-caliber semiautomatic handgun during a traffic stop on the South Side about 2:10 a.m. Wednesday.

Reports said an officer pulled over a car at Glenwood and Pineview avenues for running a red light, and the officer smelled marijuana in the car. The driver, Johnnie L. Carnathan, 53, of Youngstown, told police he did not have a license.

Carnathan and a passenger, 34-year-old Elliot Hymes of Youngstown, were ordered out of the car so it could be searched, and underneath the seat where Hymes was sitting, police found the gun, which was loaded with six rounds.

Hymes was taken to the Mahoning County jail on charges of improper handling of a firearm in a motor vehicle and possession of drug paraphernalia, reports said. Carnathan was cited for driving under suspension and released.
