Tiny, pine cone-shaped insect cocoons?
If you have a juniper, arborvitae, or other evergreen trees/shrubs with little “bags” attached, you have bagworms. This caterpillar is too large for sprays this time of year, so pick off what you can reach and prepare for next year.
