Youngstown ranks No. 5 on Forbes Magazine’s 2014 list of “Best American Cities for Raising a Family.”

Despite naming the Youngstown as one of the country’s most miserable cities a year ago, the magazine eschewed more volatile factors—like unemployment and weather—in favor of more family-oriented measurements.

“The Youngstown metro area is still near the bottom on the national income ladder, but it also boasts low cost of living, short commutes, and solid school and crime statistics outside the city proper,” Forbes said of the city.

The annual ranking, published yesterday, puts Youngstown behind Raleigh, N.C.; Grand Rapids, Mich.; Ogden, Utah; and Omaha, Neb.

Youngstown beat out Des Moines, Iowa; Boise, Idaho; Scranton-Wilkes Barre, Penn.; Cincinnati; and Provo, Utah in the Top 10 ranking.
