Warren man enters insanity plea in June 22 death


WARREN — Thomas J. Starr, 28, charged with aggravated murder in the June 22 death of his mother’s boyfriend, has pleaded innocent by reason of insanity and asked the court to determine whether he is competent to stand trial.

He also asked the court to determine whether he was sane at the time of his alleged offense.

Starr, of Greenville Road in West Farmington, is accused of killing Jeffrey L. Westfall, 53, and stabbing his mother, Lisa Frye, 46, at the home she and Westfall shared on state Route 305 just west of U.S. Route 422 in Southington.

He is also charged in the attack on his mother.
