Harrisburg mayor calls first dumper ‘scourge’

HARRISBURG, Pa. (AP) — Harrisburg Mayor Linda Thompson calls him a “scourge” and an “enemy” but was careful not to call him a “scumbag.”

Pennlive.com reports Thompson’s remarks came Thursday after police announced they’ve identified the first person to be charged with illegal dumping in the city.

Thompson drew fire last month when she referred to “some scumbag from Perry County” when she was speaking about the city’s problem with people dumping illegal trash in the state capital.

Prosecutors have identified the man as 47-year-old Charles Patrick Whittington. They say he lives in Dauphin County, of which Harrisburg is the county seat.

Online court records don’t list an attorney for Whittington, whom the mayor also labeled a candidate for the “hall of shame.”

Authorities say he dumped two truckloads of trash in a church parking lot.
