Campbell gets 4 bids on cleanup for factory

The city received four bids for the job of project consultant on cleaning up old industrial property where a company wants to build a steel mill.

The consultant will draw up contracts with work specifications for companies that do the cleanup, said city Administrator Jack Dill.

The city received a $1.9 million Clean Ohio grant in May to clean up 40 acres in the brownfields along Wilson Avenue that used to be owned by the Youngstown Sheet and Tube Co. It’s now owned by Sherman International, which has said it intends to build a cold-roll coil mill there.

Dill said Friday that he’ll review the bids and make a decision Tuesday. He said the cleanup could start by mid-August.

“We already know the hot spots and what has to be done,” Dill said. “It’s the same stuff when it comes to steel mills.”

Dill said there is oil and other contaminants that have to be cleaned from the ground.

The cleanup also will include removing asbestos and general waste plus demolishing buildings, the Ohio Department of Development said when it announced the grant in May.

The four bidders are the Brownfield Restoration Group, of Akron; Terrcicon Consultants Inc. of Cleveland; TRC Environmental Corp., of Cleveland; and Sanborn, Head and Associates Inc., of Fairlawn, Ohio.

Sherman International announced its plans for the mill in June 2010. On behalf of the company, the city obtained $300,000 in Clean Ohio Funds in August 2010 to assess the property for cleanup.

Bob Carcelli, who works as a liaison with the state and city for Sherman International, said in June that the company was negotiating letters of agreement with car companies to purchase its steel.
