States are grouped according to the progress they have made in establishing health-insurance exchanges, a linchpin for expanding coverage under President Barack Obama’s health-care overhaul law. The four categories are: Adopted a Plan; Substantial Progress; Outlook Unclear; and No Significant Progress.
Ohio: Outlook Unclear; estimate of uninsured population: 1,578,061.
Pennsylvania: Substantial Progress; estimate of uninsured population: 1,319,094.
