UPDATED: East Side road flooded

YOUNGSTOWN — Garland Avenue will be closed until further notice between Arch and McHenry streets on the city’s East Side due to roadway flooding and possible culvert damage.

The city will reopen the road once the waters recede and the culvert can be inspected, according to Charles T. Shasho, the city’s deputy director of public works. A detour will be posted.
