Promotions
These three members of the Youngstown Police Department will be promoted in a ceremony at the department Tuesday morning in council chambers.
Mark Milstead: He will be promoted from lieutenant to captain. Milstead was appointed as a police officer Dec.28, 1981. He was promoted to detective sergeant June 30, 1989, and promoted to lieutenant Dec. 4, 1995.
Jason Simon: He will be promoted from detective sergeant to lieutenant. Simon was appointed as a police officer Nov. 20, 2000, and promoted to detective sergeant Sept. 22, 2006.
William Ross III: He will be promoted from detective sergeant to lieutenant. Ross was appointed as a police officer May 1, 1991, and promoted to detective sergeant Dec. 5, 1995.
