AP: Ohio job's chief naming in question


COLUMBUS (AP) — Ohio legislative analysts say the residency status of Gov. John Kasich’s jobs chief may make him ineligible to serve in the cabinet.

Development director Mark Kvamme is serving a short-term stint away from his life as a noted Silicon Valley venture capitalist to lead Kasich’s effort to privatize state job-creation functions into an agency called JobsOhio. Kvamme will be paid $1.

In a memo to Senate Democrats obtained by The Associated Press, Ohio Legislative Service Commission staff attorney Lynda Jacobsen said a 1992 attorney general’s opinion, the state Constitution, and court precedent indicate cabinet directors must be Ohio residents when appointed.

News of the potential glitch came as Kasich prepared to sign the JobsOhio bill into law today. Kasich’s spokesman said the administration is looking into the issue.
