BOARDMAN

Township police charged a 41-year-old Youngstown man with kidnapping and raping a 23-year-old city woman.

The woman, however, was later charged because she’s wanted by Youngstown police on a parole violation.

Police arrested Terrence D. Phillips, of McBride Street, about 2:40 p.m. Thursday at the Travelers Inn, 6110 Market St.

The woman told police she was near a church in the 1500 block of Hillman Street in Youngstown about 2 a.m. Wednesday when Phillips approached her and tried to talk to her, according to reports.

The woman said she ignored him at first, but then he threatened her, punched her and grabbed her, police said. Out of fear, she walked with Phillips, who made a telephone call to an unidentified person to meet them in front of a store in the 4000 block of Market Street, reports state.

Another man joined the woman and Phillips, and the three walked to the Travelers Inn, which is about 3.5 miles away from where the woman said Phillips first approached her, police said.

Phillips reportedly told the woman he was going to make money from her performing sex acts and demanded that she perform oral sex on him, records state.

When she did not comply, Phillips punched her in the face, beat her with the buckle-end of a belt, hit her with a clothes hanger and threatened to kill her, police said.

The woman said she performed oral sex on Phillips and the unidentified man, officers said.

The woman was able to flee to a nearby coffee shop about 2:35 p.m. Wednesday while Phillips was sleeping and called police, as Phillips had taken away her cellphone earlier, according to reports.

The woman, who was bleeding form her mouth and nose when police arrived, told officers she had never seen Phillips or the other man before, police said.

Phillips was arrested and taken to Mahoning County jail. The woman was taken to St. Elizabeth Health Center in Boardman.

The woman originally provided police with a fake name, and when officers discovered her true identity, she was arrested on a warrant for a parole violation on an original theft charge. She also was charged with misdemeanor falsification, records state.

Boardman and Youngstown police are continuing to investigate.
