Ex-cop sentenced for sex with minors

A former New Castle police officer who pleaded guilty in March to giving two underage girls liquor then having sex with them was sentenced Monday.
Richard Corbin, 38, was sentenced in Lawrence County Common Pleas court on two counts of corruption of minors and two counts of indecent assault.
The Pennsylvania Attorney General’s office prosecuted the case.
Deputy Attorney General Laurel Brandstetter said that on the two counts of corruption, Corbin must pay prosecution costs. He must complete two years in an intensive probation program, and must serve 30 days’ house arrest. The sentences are concurrent. He is not allowed to possess a firearm.
On the two counts of indecent assault, he was sentenced to 30 days’ house arrest and 24 months, less one day, in the county jail for each. But he is paroled on the 48 months he would have served, Brandstetter said. He also gets a year’s probation on each count. Those sentences are consecutive.
In total, she said, he will serve 90 days’ house arrest, 48 months on parole and four years on probation. He is on probation now until equipment becomes available for him to start his house arrest, she said.
He is not allowed to carry a firearm, she said, and he is not allowed to seek employment as a municipal police officer.
Corbin was on the New Castle police force in January 2008 when he drove the two girls to his home one night after finding them walking in downtown New Castle.
The girls were 13 and 15 at the time. They testified they found liquor in Corbin’s car, and he suggested going back to his house in the city to drink it.
Corbin was arrested by Pennsylvania State Police in July 2008. Before his plea in March, he was also charged with aggravated indecent assault and statutory sexual assault. The girls testified they had seven to nine shots of liquor before Corbin initiated sex with them.
