Harriet Blair, 57, East Boston Street, Youngstown, trafficking in drugs. Kenneth C. McCoy Jr., 32, of Ohio Avenue, East Liverpool, burglary. Richie L. Burton, 43, of West Lincoln Way, Lisbon, domestic violence. James J. Lippiatt Jr., 20, of West State Street, Salem, robbery and disrupting public services. Andrew G. Gibson, 48, of West Pershing Street, Salem, failure to verify residence address. Michael A. Welther, 44, of Walnut Street, East Palestine, driving under the influence of alcohol or drugs.
