Columbiana health board to repay for fliers promoting levy passage

LISBON — The Columbiana County Health Department will correct its spending public funding to promote its cancer-detection clinic.

Shawn Apple, the vice chairman of the board, said today that he was unaware of the spending until questions arose.

The health department used public funds to make fliers to promote the renewal of the levy in Tuesday’s election. Public funds can’t be used to fund campaigns.

Apple said that over the years, the department has received many donations for the clinic from people who were helped by the clinic, including several sizable ones. That money will be used to pay for the fliers, not public funds, he added.
