Section of Phelps Street closed until further notice

YOUNGSTOWN — North Phelps Street between Wood and Rayen avenues will be closed to vehicular traffic for an undetermined amount of time. A 24-inch sanitary and storm sewer line there broke Monday and is being repaired.
