“CNN Presents: One Crime at a Time” (8 p.m., CNN): In 2007, two years after Hurricane Katrina slammed New Orleans, the city’s per-capita homicide rate was the highest in the nation. Now, a year later, the situation could be even worse as crime, corruption and bureaucracy bring new threats to the city and its recovery. Those are some of the findings in “CNN Presents: One Crime at a Time,” a one-hour documentary examining the factors that plague New Orleans. Even with new leadership in the district attorney’s office and a stepped-up focus on homicide prosecutions, progress is slow, Soledad O’Brien reports. And the city’s new inspector general, hired to cut down corruption, waste and fraud, believes he doesn’t have sufficient staff or resources to launch all the needed investigations.

“An Old Fashioned Thanksgiving” (9 p.m., Hallmark): Jacqueline Bisset stars in “An Old Fashioned Thanksgiving.” Based on a short story by Louisa May Alcott, it’s a film about a struggling widow and her three children who receive a surprise visit from her estranged — and wealthy — mother.
