The following is a list of Ohio counties that are sending absentee ballot applications to all voters on Sept. 5:
Auglaize, Cuyahoga, Franklin, Licking, Lucas, Madison, Mahoning, Mercer, Monroe, Montgomery, Pickaway, Portage, Stark, Summit, Tuscarawas, Washington, Williams.
