YOUNGSTOWN — The man who died Monday night after being shot inside his Norwood Avenue home has been identified as Julius Williams, 44. His wife, Monique Williams, 39, was arraigned today in municipal court on a murder charge. Judge Robert P. Milich set bond at $1 million and a preliminary hearing for April 29.
