Commissioners weigh neuter, rabies program

WARREN — Trumbull County commissioners are proposing a program to help reduce the dog population.

Commissioners on Tuesday discussed seeking proposals from veterinarians to spay and neuter and provide rabies shots to all dogs adopted at the county pound.

Under the program, all dogs would be spayed and neutered and given the vaccination before being released from the participating veterinarian’s office.

Commissioner Daniel E. Polivka said the proposal is aimed at reducing the dog population.

Atty. Jeffrey Adler, an assistant county prosecutor who serves as legal adviser to commissioners, said it would also eliminate purebred dogs from being adopted and the new owner breeding them for money.

Today, commissioners will consider awarding a $1,592,737 contract to Dave Sugar Excavating Inc. of New Middletown for the East Central Bazetta Sanitary Sewer Improvement Project.

The line would include the area of state Route 305, between McCleary-Jacoby Road and state Route 46, a portion of Route 46 and Wilmar Circle and Williams and Morrow drives.

Commissioners will also determine if they will award an $82,375 contract to Kirila Contracting Inc. of Brookfield to construct a link in the sewer project from Saddlebrook Drive to Northview Drive.

Both Sugar and Kirila were the lowest bidders.

The project is expected to get started in mid-November and take about seven months to complete.

Commissioners will also consider donating $5,000 in county money to the organization Warren GROWS Inc. to help with the $25,000 restoration of the limestone West Market Street bridge.

Commissioners were told last week by a representative of the group that commitments totaling $20,000 have been received from other groups and the city of Warren.
