Judgeship opening draws 13 candidates

COLUMBUS — State Rep. Sandra Stabile Harwood of Niles, D-65th, is among the candidates vying for a seat on the 11th District Court of Appeals.

She and a dozen other candidates submitted résumés by the deadline Thursday for consideration for the vacancy, replacing Judge William O’Neill, who recently resigned. The district covers Lake, Ashtabula, Geauga, Trumbull and Portage counties.

Harwood, 56, has served as a state representative for the 65th District since 2002. Before that, she was in-house counsel and chief administrative hearing officer for the Trumbull County Child Support Enforcement Agency, according to materials submitted with her application. She has maintained a private practice in Warren since 1991.

Other applicants

Other applicants, according to a list released by Gov. Ted Strickland’s office late Thursday, are:

UPaul Brickner, 66, Willoughby (Lake County), who served as a U.S. administrative law judge primarily in Cleveland from 1981 to 2006.

UNeil R. Wilson, 64, Painesville (Lake County), who has served as a judge in Painesville Municipal Court, prosecutor and assistant law director for the city of Mentor, solicitor for Perry Village and legal counsel for Leroy Township in Lake County.

UFrank P. Manning, 47, Willoughby (Lake County), magistrate/acting judge in Willoughby Municipal Court and managing partner of firm in Mentor.

URaymond J. Tisone, 60, Warren (Trumbull County), attorney at a Youngstown firm who was admitted to law practice in the state in 1972.

UShawn W. Maestle, 39, Munson (Geauga County), attorney at a Cleveland firm.

UCharles L. Morrow, 46, Warren (Trumbull County), assistant prosecutor in Trumbull County.

UAlbert L. Purola, 63, Willoughby (Lake County), practicing law in Ohio since 1970, served as an acting judge in Willoughby Municipal Court from 1977 to 1987 and former owner of the Pine Ridge Country Club.

URon Graham, 49, Painesville (Lake County), has served as solicitor of Madison Township since 2002 and assistant law director for the city of Painesville since 2004. Before that he was an acting municipal judge in Painesville, city prosecutor in Mentor and assistant prosecutor in Lake County.

UDavid A. McGee, 54, Kirtland Hills (Lake County), former law clerk and magistrate in Lake County Common Pleas Court and partner at a Chardon firm.

UPaul A. Newman, 59, Chardon (Lake County), former chairman of the Geauga Democratic Party and an attorney at a Chardon firm.

UMartin S. Hume, 50, Youngstown (Trumbull County), an attorney at a Youngstown firm and former assistant prosecutor in Mahoning County and special counsel to the Ohio Attorney General.

UTimothy P. Cannon, 52, Painesville (Lake County), a partner at a Painesville firm and legal adviser for the Painesville Township trustees and the Laketran Regional Transit Authority.

Requirements

Applicants had to live in the five-county area and be younger than 70 on the day they begin their duties. They also had to be admitted to practice law in Ohio and have maintained their legal license for six years before assuming the judicial post or have served as a judge of a court of record in any jurisdiction in the United States, according to the governor’s office.

The term will extend through January 2009; the appointee will have to run in the November 2008 general election to continue thereafter.

A panel selected by Strickland will conduct an in-person interview with finalists in July. Afterward, members will recommend three individuals to the governor, who will make a decision on the replacement shortly thereafter.
