Demoted elections director to join Wilson's staff


LISBON — John H. Payne, deputy director of Columbiana County Board of Elections, has called a press conference at 1:30 p.m. today to announce his retirement.

The Democrat declined to confirm rumors that he will go to work for one of the Democratic winners in November’s election. But the office of U.S. Rep. Charlie Wilson said Payne will join the staff in February as a field representative and caseworker with a focus on veterans’ issues.

Payne has been director of the elections board, mayor of East Liverpool, and an educator.

The elections board has scheduled a meeting at 2 p.m. Jan. 29 to consider hiring a new deputy director.

Last year, Payne had urged the congressional campaign of U.S. Rep. Charlie Wilson to withdraw a set of petitions that did not have enough valid signatures and submit another set. The board learned that it had to consider the first set. The elections board moved Payne to deputy director.

Wilson went on to win the Democratic primary as a write-in and the general election for the 6th Congressional District.

The county Democratic party will name a replacement for Payne.

County Democratic Party Chairman Dennis Johnson, who also serves on the election board, was recently named chief liaison to Wilson’s district.

Johnson will be paid about $60,000 a year.

Payne’s salary wasn’t announced.
