A tentative agreement approved by Youngstown City Council on Wednesday calls for major changes regarding the housing of city misdemeanor inmates in the Mahoning County jail. (The cost of housing felony inmates remains the county's responsibility.) The changes include:
The county will house the first 71 city misdemeanor prisoners, effective May 1, with the city's only costs being about 3 a day for meals for each of its inmates, and medical costs not covered by the county's health insurance. City officials say the medical costs should be minimal.
The agreement would guarantee the city could house up to 221 of its misdemeanor inmates at the county jail and the county's misdemeanant jail, scheduled to reopen in August.
Beginning with the 72nd city misdemeanor inmate and until the city reaches its ceiling of 221 inmates, the city would pay a flat fee of 68.84 per prisoner per day.
