Police union
The city's contract with the Youngstown Police Association, which represents 117 patrolmen, expired Nov. 30, 2006. The two sides say they are far apart on an agreement and will go to binding arbitration May 7. Here are some of the key provisions of the union's expired contract as well as other payroll information:
Current annual salary of a patrol officer with four or more years of experience is 49,054, a 4-percent increase from the previous year. City payroll records show that all but nine of the union members are at the top of the scale. The current annual starting wage is 35,123.
The officers are also eligible for overtime and averaged more than 5,400 each last year. Thirteen received no overtime and 19 received more than 10,000 last year. At the top of the list was Richard Baldwin, who received 27,409 in overtime.
Union members pay 7 percent of the total premium for health care benefits with a cap of 25 a month for single coverage and 50 for family coverage. The total monthly premium for each YPA member is 357 for single coverage and 903 for family coverage.
The city pays officers 144 each quarter if they don't use their sick days during those three-month intervals.
Each officer with at least three years on the job receive 57 a year in longevity pay.
Each officer receives 726 annually in hazardous duty pay.
Each officer receives an annual uniform allowance of 978.
Each officer with an associate degree receives 365 a year, each with a bachelor's degree receives 423, and those with master's degrees receive 506.
The city must provide "free, secure and sufficient parking" to officers.
