Keylor reappointed to council, leaving planning panel short

COLUMBIANA -- Former Columbiana Councilwoman Pat Keylor was reappointed to serve an unexpired term ending Dec. 31, 2007.
The position was left vacant by Don Leonard in February.
Keylor was sworn in at Tuesday's council meeting and immediately filled the seat.
Keylor's appointment leaves a seat empty on the city planning commission. Anyone wanting to fill that position should submit a letter to City Hall, 28 W. Friend St., Columbiana 44408 before the April 4 council meeting.
Council also approved plans for a six-week Farmers Market to be organized by the Columbiana Chamber of Commerce.
Linda Seidner of the chamber says the market will extend down Main Street and will encourage local farmers, florists, crafters and produce markets to participate.
& quot;We think this will bring a lot of business to town, & quot; Seidner said.
The Farmers Market will be open from 8-3 p.m. daily and is slated to begin June 18 and run through July.
Phil Meier with AMP-Ohio Inc., Columbus, provided council with a detailed Hydro-Matrix presentation at Tuesday's meeting.
The concept of Hydro-Matrix is using water as a source of energy instead of fuel. The city of Columbiana is considering an opportunity to participate in a developmental cost-sharing agreement with American Municipal Power-Ohio Inc.
Council has 90 days to make a decision to participate in the developmental phase, which is a $62,396 investment. If council approves participation, the city could start seeing cost-saving benefits as early as 2008, Meier said.
