Easements sought to allow road widening, repaving

WARREN -- Trumbull County officials have filed legal action to acquire temporary easements from five property owners along North Road to give workers access to their properties during a two-year construction project planned for this fall.
Michael Sliwinski, an engineer with the Trumbull County engineer's office, said the legal action was necessary because the county and property owners could not agree on how much the property owners would be paid for the temporary easements.
The property owners are Daniel P. Faith and Raymond L. Hartley of North Road; Jacob Kois of Devon Drive; John Perdue of Warren and the McDonald's Corp.; and George M. Papalios of King Graves Road.
The Papalios property, which is next to the True North store, also involves the acquisition of some land for the widening of North Road, Sliwinski said. The appraised value of the temporary easements were between $200 and $1,600, the largest one being the McDonald's property, he said. The appraised value of the one land acquisition was $1,455.
Background
Sliwinski added that he didn't know of any disagreement with McDonald's but the action was filed to expedite a matter that was tied up in the McDonald's legal department. The legal action gives the engineer's department the right to enter the properties for construction purposes, he said.
The project is about to be submitted to the Ohio Department of Transportation for review. The county should be able to open bids around June 1 and start construction in September, he said.
Randy L. Smith, deputy engineer, has said the project will involve resurfacing and widening the road a couple of feet in each lane from U.S. Route 422 to East Market Street.
It will include curbs, a dedicated turn lane northbound at East Market and turning lanes at Allenwood Drive South, Adrian Drive and Berkshire Drive, he said.
