Man charged with indecency

GIRARD -- A 36-year-old man accused of exposing himself in public is charged with two counts of public indecency and one count of menacing.
Andrew Swartz, 36, address unavailable, was arrested by two Girard Police detectives based on tips from the Weathersfield and Vienna township police departments, a news release from the city police said.
Swartz was arrested after two episodes that occurred earlier this summer.
On Aug. 18, two Liberty township women were walking around the Girard High School stadium track around midnight when they noticed a man standing in the bleachers.
As the women got closer, they realized the man was naked and performing a sex act on himself.
Police said they also believe that Swartz is responsible for a similar encounter July 5.
Two women and a 17-year-old girl were walking in Liberty Memorial Park just after 9 p.m. when a man emerged from bushes naked, laughing and performing a sex act on himself.
A competency hearing was ordered for Swartz by the municipal court, the news release stated. No further details were available Friday from Girard police.
