Engineering resolutions put on hold — for now



Thursday, August 24, 2006 Commissioners appointed a member of the Lifelines board. WARREN — Trumbull County Commissioner Paul Heltzel said two resolutions for engineering services brought before commissioners this week will be on hold for a couple of weeks while officials consider changes to procedures. The resolutions deal with a request for qualifications or sealed proposals for engineering services for sewer projects in the State Road-Champion Avenue East area of Champion Township and on Sampson Drive in Liberty Township. Neither resolution made it onto Wednesday's commissioners agenda, after Heltzel asked Tuesday for the measures to be tabled. Heltzel previously questioned the procedures the commissioners use to select professional services such as engineering and architectural work. Heltzel said he would like to see the commissioners receive guidance from experts in those fields so they can make better-informed decisions in the future. Other business In other action, the board: Approved the appointment of Lt. Joseph R. Marhulik as a member of the board of directors for Lifelines, Trumbull County's alcohol, drug and mental health network. Marhulik fills the vacant seat formerly held by Kathleen M. Zamarelli. Approved a contract with Dr. Phillip P. Malvasi of Niles to provide medical services to the Trumbull County Jail on a one-year contract through Aug. 31, 2007, for $275,000. Approved a letter of support to Heritage Ohio, Columbus, for accepting the city of Warren into the Downtown Ohio Inc. Main Street Program, which is part of the city's effort to revitalize and restore the downtown, market its historical significance and expand jobs. Appointed Greg Bugnone, an employee of the county Planning Commission staff, to be a representative on the county Department of Job and Family Services Community Planning Board. The position became vacant because of the resignation of Julie Green from her job as planner effective Sept. 1. Commissioners also adopted a resolution honoring Green for her work with the county. She has accepted a job with the Mill Creek MetroParks system.
