Bond issue for schools to go before Hubbard voters

Tuesday, August 22, 2006 HUBBARD — Hubbard school officials hope district voters will allow them to borrow $18 million for new school buildings so they can get $40 million from the state. The board voted Monday to place a bond issue on the Nov. 7 ballot. Superintendent Richard Buchenic said the Ohio School Facilities Commission will give the district $40 million for new schools if local taxpayers agree to pay $18 million. Buchenic said the OSFC requires school districts fund 32 percent of projects with local money, which must be approved by voters in advance of the state's award. He said the Trumbull County auditor has to certify the request and determine the tax millage needed to generate $18 million, so he doesn't yet know what the payback on the loan would cost individual taxpayers. Buchenic said the board will schedule a series of meetings so the public can give school officials their ideas about how best to replace aging school buildings.
