Monday, August 21, 2006 CHANGES Mayoral appointments During his first eight months as Youngstown mayor, Jay Williams has made a number of changes to the city's management structure. The changes include: Reviving the Cabinet-level position of commissioner of buildings with a $64,000 annual salary. The position will be filled before the end of September. Promoting T. Sharon Woodberry to deputy economic development director, a position that had been vacant, from the department's development officer and program director for the Youngstown/U.S. Small Business Initiative. Her annual salary increased from $42,822 to $55,016. Promoting Kelsey Codner to human resource supervisor from the law department's legislative aide. Her annual salary increased from $37,565 to $46,321. Appointing William D'Avignon as the Community Development Agency director at an annual salary of $66,611. D'Avignon was earning $61,294 annually as the deputy director of planning. He is retaining his planning duties. Hiring Kyle L. Miasek for $74,499 annually as deputy finance director, a position vacant for almost four years. Hiring Jason Whitehead as secretary to the mayor at $64,999 annually. His title was changed in March to secretary/chief of staff to the mayor, and his annual salary increased to $69,930. Removing the duties of the Human Relations Commission, the Fair Housing Commission, the Equal Employment Opportunity and Minority Business Enterprise/Women Business Enterprise programs from the Youngstown Area Development Corp. The HRC and FHC are run by the Greater Warren-Youngstown Urban League for $80,000 annually. YADC did the work for $65,000. The EEO and MBE/WBE responsibilities are with the Mahoning Youngstown Community Action Partnership for $85,000 annually. YADC did that work for $95,000. Source: Vindicator files
