2 Lisbon residents face drug charges

YOUNGSTOWN -- Officers of the city's street crimes unit said they arrested two Columbiana County residents on drug charges after finding them with heroin and syringes in their car.
Police charged Lisa A. Clark, 46, and Rusty Altman, 33, both of Cream Ridge Road, Lisbon, with possessing drug abuse instruments and possession of drugs. They were taken to the Mahoning County Jail.
Police said two street crimes unit officers on patrol around 3 p.m. Tuesday saw a car at the side of the road near Byron and Rigby streets, and saw the female driver had the cap to a hypodermic syringe in her mouth. When police approached the car, Clark started the engine and police told her to shut it off.
Police had Clark and Altman get out of the car. They said they found two hypodermic syringes with suspected liquid heroin in them, one on the side of the driver's seat and the other in the glove compartment. They said they also found two spoons typically used to heat heroin to liquid. Police said one was still wet and the other had heroin residue on it.
Also in plain sight on the passenger side of the dashboard was heroin residue, police said.
