Change orders, purchases OK'd

The board hired a company to demolish the former Masters complex.

YOUNGSTOWN -- The city's board of control approved $221,959 worth of change orders and purchases for the convocation center.
The board was to originally approve $172,398 in increases for the facility based on a Monday agenda for Thursday's meeting.
Added to the agenda, at the request of the facility's management, was a $72,401 payment to James and Weaver of Youngstown for the purchase of items including furniture, bar stools and window shades.
Also, the facility's management had mistakenly requested that the highest bidder, and not the lowest bidder, be awarded a contract for a curtain system.
That error was corrected before the board voted Thursday. The low bid was $25,097 compared to the high bid of $47,937.
The board also approved the purchase of four additional spotlights, tracks for curtains, a time and attendance system, items for the arena's ice rink and an additional set of hockey goals.
The board OK'd 15 change orders, all but three for additional money, for a net cost increase of $34,842. Most of the change orders are for electrical work.

Also, the board approved a $337,277 contract to All Excavating Co. to remove asbestos and demolish the former Masters building complex on West Federal Street and replace it with a parking lot.
All Excavating submitted the lowest of six bids for the job, estimated to cost $500,000. Demolition is slated to begin in December and paving in the spring of 2006.
The board approved a $24,000 development grant to Micro-Contour Machines LLC, a company planning to open a machining and supply business at 1008 W. Rayen Ave. The $24,000 is 15 percent of the cost of the $160,000 project.
The board also waived the company's water tap-in, wastewater and building permit fees.
If the company doesn't stay in business for three years and create two jobs, it would be required to pay the $24,000 back to the city.
