Indians
CLEVELAND -- Kevin Millwood made the first move, and now it's the Indians' turn to make the next one.
After leading the AL in ERA during his first season with Cleveland. Millwood on Friday became the fourth Indians pitcher to file for free agency. The right-hander is the most coveted of the club's free agents and is likely to be among the most sought after pitchers on the market.
In the final week of the regular season, Millwood, who signed a one-year, $7.25 million deal last winter with Cleveland, said it would take a three or four-year deal for the Indians to keep him.
The 30-year-old overcame concerns about an elbow problem by making 30 starts. He also provided leadership to Cleveland's young starting staff. His win-loss record was sabotaged by a lack of run support as the Indians averaged just 3.6 runs per game in his starts, the league's third lowest mark.
General manager Mark Shapiro is expected to offer a long-term deal to Millwood, who went 9-10 with a 2.86 ERA and became the first pitcher since Cleveland's Stan Coveleski in 1923 to lead the AL in ERA with a losing record.
"We will make a very competitive offer to Kevin Millwood," Shapiro said two days after the Indians missed the postseason by going 1-6 in the final week. "We will step beyond our comfort zone."
Shapiro has been told that Cleveland's payroll -- $42 million in 2005 -- will go up next season, allowing the club to make a run at Millwood and other free agents.
After finishing 93-69, second in the AL Central, six games behind the World Series champion Chicago White Sox, the Indians are expected to have a busy winter.
Also, infielder Ramon Vazquez agreed to a $700,000, one-year contract that avoided salary arbitration.
Vazquez hit .250 with one RBI in 12 games after joining Cleveland, which acquired the 29-year-old from Boston on July 7 for infielder Alex Cora. Vazquez was obtained by the Red Sox along with outfielder Jay Payton, pitcher David Pauley and cash from San Diego in 2004.
Vazquez is getting the same salary he had this year. He can earn $25,000 bonuses for 200 and 250 plate appearances.
The Indians are expected to exercise a $4 million option on second baseman Ronnie Belliard.
On Thursday, closer Bob Wickman filed for free agency along with starter Scott Elarton and reliever Bobby Howry. First baseman Jose Hernandez also filed Friday.
Pirates
PITTSBURGH -- Reliever Jose Mesa filed for free agency Friday after the Pittsburgh Pirates elected to pay a $500,000 buyout rather than exercise a $4 million option.
The 39-year-old Mesa had 70 saves in two seasons with Pittsburgh but lost his closer's job late last season after blowing his final three save opportunities.
