YOUNGSTOWN -- Mayor-elect Jay Williams will advertise locally, regionally and in national government publications, seeking applicants for seven positions within his administration.
Applications for police and fire chiefs, law director, city prosecutor, finance director, deputy director of public works and water commissioner must be received by 4 p.m. on Dec. 12.
"The progress of the city will come before personalities and before politics," Williams said during a news conference Monday at his campaign headquarters.
He said he changed some of the details of the job descriptions from what was on file in city hall.
The revised descriptions are available at the city Civil Service Commission on the seventh floor of city hall or at www.JayWilliamsForMayor.com.
"All current and prospective Cabinet members are encouraged to apply," Williams said.
Those selected will need to follow the city charter requirements of becoming city residents within 120 days of appointment.
He said he doesn't have preconceived ideas going into the process of whether internal or external appointees are preferable for any positions. All applications and candidates will be evaluated equally, Williams said.
"We want to have continuity where appropriate and new approaches where warranted," he said.
A transition team with members from "all walks of life" will evaluate the applications.
"I will make all of the ultimate, final decisions," he said.
Areas to be emphasized
He said legal, labor, faith, education, business and civic areas will be represented on the transition team.
Williams declined to identify anyone, saying those people don't want to be in the spotlight.
With some positions, Williams' description is more detailed than what had been on file.
For police chief, the prior description lists the nature and examples of work, qualifications and desirable education, experience and training.
The description compiled by Williams lists job summary, essential duties and responsibilities, knowledge, skills and abilities, education and experience, licenses and other requirements, environment, physical abilities and hazards.
For water commissioner, Williams' job description also says "various and appropriate water distribution manager and related certifications" are preferred or the ability to obtain those certifications within 12 months of appointment.
The annual salaries or salary ranges:
UFinance and law directors, $81,109 each.
UPolice and fire chiefs, $80,069 each.
UDeputy director of public works, $80,069 to $87,788.
UWater commissioner, $60,089 to $66,731.
UCity prosecutor, $56,050 to $62,879.

Williams, who takes office Jan. 6, said he won't rush the process, adding that he doesn't feel all of the appointments must be made by the time he takes office.
