2003 SWEEPS
Results
The debate: Authorities in Cincinnati removed homeless camps from visible areas of city in a 2003 sweep. Homeless advocates argued that civil rights were being violated.
The deal: A compromise required police to give notice 72 hours before sweeping a camp, to store and tag possessions instead of tossing them and contact outreach workers to help the displaced.
The upshot: Cooperation between authorities and social workers has improved. But many are concerned that camps have been relocated to more dangerous areas.
