Youngstown City Council also handled these matters Wednesday:
Appropriated funds for 2005 for the city health district's child health services, group home inspection and health clinic services programs totaling $107,750.
Approved 75 percent, 10-year tax abatements for Youngstown Pipe & amp; Supply Co. and InfoCision Management Corp.
Voted to waive the performance bond requirement for minority contractors bidding on demolition contracts. Instead of the bonds, the board of control could accept letters of credit issued under the city's Minority Business Enterprise revolving loan. Mayor George McKelvey said this will allow more minority contractors a chance to do business with the city and help break the logjam of homes scheduled for razing. The limit on the letters of credit is $100,000.
