TRUMBULL COMMISSION Sewer, water plans to be set for Howland project

One commissioner said he likely will abstain from the votes.
WARREN -- Trumbull County commissioners were to approve water and sewer agreements today for a development project with ties to one commissioner's family.
A large swath of land is being cleared and graded off the west side of state Route 46 in Howland Township for an extension of Kenyon Drive.
There, Polivka Surface Engineering of Niles is planning Center West initially on 2.3 acres, although Center West Enterprises owns about 35 acres there, according to Howland's zoning office.
Commissioner Daniel Polivka, board chairman, said he likely will abstain on the four votes on the Center West Enterprises project: Extension of a sanitary sewer, approval of detailed sewer drawings, extension of a waterline, and approval of detailed water drawings.
Polivka said PSE is his family's company.
The water and sewer extensions will be paid by the developer, but once complete they become part of the county's system, said Gary Newbrough, sanitary engineer.
They are within Trumbull County's Mosquito Creek Sewer District. The actions have the recommendation of the county engineer but are subject to approval by the prosecutor's office and the Ohio Environmental Protection Agency.
The extension of Kenyon Drive is one of Howland's big projects for 2005.
The effort will take new ventures that want to be along Route 46 and group them together in a development, taking ingress-egress pressures off of the state route.
These will be broken down into individual commercial lots. Businesses that have inquired with the township about the location are Fire Mountain steak house and Sleepy Hollow, zoning inspector Mickey Rhoades said.
Also making inquiries for the southwest corner of Kenyon and Route 46 is Waffle House, she said.
