Downtown agency
Youngstown Central Area Community Improvement Corp., downtown's redevelopment agency, handled these items Tuesday:
Unanimously approved selling the Wells building to P & amp;P Development. P & amp;P, a partnership between Gael Pullen, a Cleveland businesswoman, and Denise Powell, a Youngstown businesswoman, has 90 days to meet two conditions. One is to secure total financing. The other is to secure a performance bond for the entire $1.7 million project. The bond will leave CIC with money to renovate the building should P & amp;P fail to finish the project. The partnership wants to turn the Wells Building and two others next to it into a mix of retail, office, residential and parking spaces.
CIC ended the year with a $54,563 deficit, but the debt will be erased once the agency receives an insurance settlement and a development fee for building a new office for the Mahoning County Children Services Board, officials said.
