City council handled these items Wednesday:
Heard the Rev. Chris London of West Indianola Avenue question enforcement of theft laws. He is concerned about aluminum siding being stolen off homes and sold at scrap yards. Police Chief Robert Bush Jr. said only homeowners -- not neighbors -- can file complaints about siding thefts. Clarence Boles, D-6th, suggested the city consider licensing those who haul recyclable material or having scrap yards track what material comes in, and from whom, to trace illegally gained aluminum.
Approved increasing the monthly garbage fee by $1.50, to $8, starting March 1.
Reduced a no-interest loan from $900,000 to $700,000 for Allegra Printing and Imaging, Youngstown, for the acquisition of Postal Mail Sort Inc. The funding was reduced because Allegra doesn't expect to need as much. The merger would add up to 20 new jobs over three years. The money comes from federal funds the city has set aside for no-interest loans.
Authorized the board of control to make payment of $40,239 to A.P. O'Horo, Liberty, for emergency repairs to a 100-foot section of sewer line along Pine Hollow Run that was washed out by heavy rains July 25.
Authorized the board of control to waive building and related permit fees for Industrial Machine Technology, which plans to buy and renovate property at 2007 South Ave.
Authorized the board of control to negotiate and sign contracts, estimated at $75,000, for engineering services for two water line replacements. One is on Glacier Heights Road from Glacier View Drive to McCollum Road. The other is on Gypsy Lane from Logan to Goleta avenues.
Authorized the board of control to sign a contract with the Ohio Department of Transportation to have the state relocate a 16-inch city water main on state Route 46 from Silica to Webb roads in Austintown at a cost to the city of $180,928.
Appropriated $22,000 to the municipal court to pay for architectural services in the planning of a new court facility.
