A sampling of some of the ordinances from the early days of Leetonia.
June 1871: Establish a fire department with "able-bodied males no younger than 18 or over 50."
November 1871: Any resident who has a pestilential disease must display a sign with the name of the disease placed on the house. Until the person is declared cured, no one is to enter the house.
March 1874: Anyone peddling butter, eggs, fruits and vegetables must obtain a license at 50 cents per day.
January 1876: It is unlawful to annoy a citizen by fighting, swearing, or using profane language and playing ball in the streets, sliding on the street or sidewalk during the winter.
February 1885: It is unlawful for a Leetonia resident to keep a house of ill fame [prostitution] to live in one or be a landlord.
March 1885: The owner of a billiard hall, 10-pin alley or skating rink is liable for any "rioting or reveling" that occurs on the premises.
November 1886: It is unlawful to have horses and mules on the street unless hitched to a hitching post. It is unlawful to hitch to a fruit tree or lamppost.
December 1889: Ordinances established annual water rates for 1890, including $5 for banks with one water bowl; $5 for barber shops with one chair, $2 additional for each additional chair; $3 for blacksmith shops with one fire, and $1 for each additional fire; $5 for bathtubs for public use; $7 for drugstores; $3 for offices and sleeping rooms. Residential water rates were $5 for homes of one to five rooms and 50 cents for each additional room. For livery stables, the cost depended on the number of stalls. Prices were $6 for two stalls, $12 for 5 stalls, $20 for 10 stalls and an additional $2 for each additional stall more than 10.
1889: Several ordinances were passed regulating fire department operations and conduct of firemen: The fire department house shall be kept in as clean condition as possible at all times. Gambling of any and all kinds is strictly forbidden in and about the fire department house, under the penalty of expulsion from the department of any member engaged in such gambling. Members are strictly prohibited from assembling in or about the fire department house, except for business meetings, on the Sabbath Day."
March 1893: Pay $900 to the Leetonia Board of Health to defray expenses of fighting a smallpox outbreak.
March 1893: Regulate ale and beer and porter houses in the village.
March 1899: Establish a telephone system, including telephone and telegraph lines in the village.
