TAKING IT SLOW: A motorist hits the brakes as a buggy on Route 896 in Lancaster County, Pa., makes a left turn. State officials are working on a safety manual for buggy drivers to help them avoid crashes with the bigger vehicles that share the blacktop. It's expected to be ready in about two months. Pennsylvania had 371 horse-and-buggy crashes, killing 18 people and injuring 442, from 1996 through 2000.
