COLUMBIANA CO. Foster care is ordered



Authorities are still investigating the 2000 death of the infant's half-brother.

LISBON -- Officials in Columbiana County Common Pleas Court placed a newborn child in foster care to ensure his safety.
An emergency order was obtained earlier this week by juvenile court Prosecutor Sherill Liebschner to remove the child, born Sunday, from the custody of his parents, J.C. and Tiffini Springer Marcum of Echo Dell Road, East Liverpool.
Liebschner said she obtained the order because the prosecutor's office is still investigating the death of Dalton Springer. The boy was Tiffini's son and J.C. Marcum's step-son.
Dalton, 3, died Nov. 16, 2000, of a head injury in Children's Hospital of Pittsburgh.
Coroner's finding: The Allegheny County Coroner's Office has ruled the cause of death as undetermined, though it noted there was blunt force to the boy's head.
The Marcums told authorities the boy fell out of bed. Neither are charged in connection with his death.
Including the fatal injury in November 2000, Dalton had been treated three times in 2000 for injuries suffered at home, prosecutors said.
After Dalton's death, his brother and sister were taken from the Marcums by court officials and remain in foster care, Liebschner said.
Juvenile court will set a hearing in the next 30 days to further consider the status of the Marcums' newborn son.
The court could order that the boy continue to stay in foster care, Liebschner explained.
