YOUNGSTOWN South Sider faces new charge as unregistered sex offender



YOUNGSTOWN -- A 43-year-old South Side man who was arrested over the weekend on two 1990 felony charges now faces a third felony charge after police discovered he had not registered as a convicted sex offender when moving to Mahoning County.
Paul W. Lacey, of Lakewood Avenue, was charged with the fifth-degree felony after deputy sheriffs discovered he was convicted of a sex offense in California but had not registered as a sex offender when he returned to Youngstown in late 2001.
State law requires convicted sex offenders to register with county law enforcement officials within seven days of moving to a new address.
Arraignment: Lacey had been arraigned Monday on charges of felonious assault and intimidation of a victim, stemming from an Aug. 20, 1990, drive-by shooting on the city's South Side.
He is in the Mahoning County Jail on a six-month contempt-of-court sentence for using profane language during the arraignment in Youngstown Municipal Court. He also faces bonds totaling $100,000 on the 1990 charges.
Besides the Youngstown charges, Lacey is wanted in California on a November 2001 warrant accusing him of parole violation. He faces extradition.
